into the air. and sent thousands of people to local hospitals. as kron 4's dan kerman reports - chevron will be able to use a type of pipe that has created a lot of controversy. issued 122812 >> reporter: nearly 5 months after a pipe rupture created a fireball above chevron's richmond refinery sending thousands to area hospitals, the oil giant has been given the ok to rebuild crude unit number 4 and replace the pipe that ruptured with one made of 9-percent chromium steel the chemical safety board had questioned why chevron was not using stainless steel with 18% chromium. suggesting it was the industry standard and better to withstand corrosion which is believed to be the cause of august's pipe rupture but in this letter to the richmond city council, city manager bill lindsay says two outside consultants have concluded that using a 9 chrome represents an "inherently safer design" than other available materials. it was that determination that lead to the permits being issued the chemical safety board said it "will not endorse or object to that decision." city councilman tom butt said he b

learning that chevron 'has' obtained those permits. kron 4's dan kerman joins us now.with details. dan - that rebuilding plan generated quite a bit of controversy? >> reporter: it did catherine. it was all about the type of pipe that would be used to replace the one that ruptured. the concern here is what would be best to prevent corosion which is believed to be the cause of august's pipe failure. chevron proposed using a 9- percent chromium steel pipe. but the chemical safety board questioned why they were not using stainless steel with 18% chromium..which they believed was the industry standard. the city hired outside experts who ultimately concluded 9 chrome provides an "inherently safer design" with that the city of richmond went ahead and issued permits for the repair of crude unit 4. the chemical safety board said "we will not endorse or object to that decision" city councilman tom butt said he believes chevron "covered all their bases" and says ultimately no pipe will last forever which is why they must be "rigorously inspected on a regular basis." and catherine chevron says it

of the suspected shooter. kron-4's dan kerman continues our team coverage. he has more on what we've learned about the young suspect. and his family. this suspect was dressed in black battle fatigues with 3 weapons and two handguns and the rifle. they found additional weapons at the school. it is believe that all of those weapons were registered to his mother. the suspects older brother, ryan in this video is 24 years old was taken into custody in hoboken, new jersey. he is not believed to be involved in if the shooting. he has not been in touch for his brother with two years. reporters spoke with a woman that grew up with the suspect. >> finding out that it was somebody that i knew that had ultimately done all of this was upsetting. you cannot i imagined it would happen. i have known him since first grade. he was reserved, quiet. i never noticed anything scary, violent or anything like that. i would have never suspected anything like that i think. someone that went under the radar and cut themselves. you would never think that he would do something crazy like this. the -- kept to itself. >> the f
